1. This Project Research

I have researched on the idea of using the Low Head Hydro
Power technology to generate electricity based on the current energy and
environmental crisis. Using practical technology, hydro is a very efficient way
to generate electricity and reduce carbon pollution.


Compare with pump hydro, low head hydro does not need to pump
up sea water to a reservoir. Compare with solar and wind power, it does not
need to build battery storage facilities.



2. Energy Crisis and Opportunities

2.1 Crisis

Australia, ABC News, Feb. 28, 2018

- Australia‘s energy regulator released a report in September 2017 forecasting higher power
bills and more blackouts in Australia because of deep-seated problems in the
electricity market.

- The Australian Energy Market Operator (AEMO) said the electricity market was struggling to provide
a reliable supply as coal-fired power stations shut down,  create an “increasing and unacceptable risk
that there will be insufficient capability in the system “.


2.2 Opportunities

We can do a pre-feasibility study to build a medium size
seaside low head hydro power station in Australia.




3. Wholesale Electricity in Australia

“Wholesale energy prices double in a year in Victoria and
South Australia. Average wholesale energy price in Victoria climbed to AU$139
this month,  up from AU$62 in January last
year.  In South Australia, the wholesale
average price for January climbed to almost AU$170, up from AU$84 a year ago,
where prices fell in New South Wales and Queensland to about AU$75.”


3.2 Proposed Power Plant Site

Build a seaside low head hydro power plant between the
states of South Australia and Victoria, 
to sell electricity to both states.



4. Energy Industry Data

Based on the industrial data, a 20 megawatts seaside low
head hydro power plant will cost US$117 million to build.  Build time will be 2 years. A 10 megawatts
hydro turbine costs about US$1 million. The first year will finish the
construction of the first turbine, it will start to generate electricity in the
second year, while the second turbine will be finished.  The plant will be fully operational in the
third year.



5. Investment Plan 

I am seeking US$200K to hire an Engineering, Procurement and
Construction (EPC) company to do a pre-feasibility study for this project. With
the pre-feasibility report, we will be able to apply for government funding and
get quotes from financial organisations for further development of the project.


Hydro is a very important part of renewable energy.  It is a very mature technology. It can
provide high volume of reliable clean energy.
